How to Fix Problem - "Backup cannot start due to an internal error (0x81000027)"?

"Backup cannot start due to an internal error (0x81000027)"

Win 7 Pro 64-bit: I recently changed Win 7 Pro from 32-bit to 64-bit.
I am trying to set up backup.
When I click "set up backup", I get the error message:  "The backup application could not start due to an internal error.
 Windows encountered an internal
error.
 Review your backup settings.
(0x81000027)"

I am not familiar with the backup settings I am supposed to review.
 What/where are they?

Thank you for any assistance provided.
